Description

Advanced professional, administrative, or technical Library position with supervisory responsibilities. According to staff assignment, responsible for related areas as may be determined from the following: reference services, youth services, collection development, programming, grant-writing, community outreach, public relations, or technical services in the Library.  Work is performed under the general supervision of the Library Director.  Work is performed within the established Departmental and City policies, procedures, and guidelines but with wide latitude in the use of independent judgment and decision making. The person in this position is solely accountable for the fulfillment of all duties and has authority commensurate with assigned responsibilities.  During occasions of local emergencies, this position shall be required to perform emergency tasks which may result in extended work hours as well as extended periods of time away from family members.

This position will be assigned as the supervisor of the Adult & Information Services section of the Seminole Community Library.

Examples of Duties

  • Interviews, recommends hiring, trains, schedules, motivates, evaluates, recommends promoting, disciplines, and recommends terminating, when necessary, employees under his/her supervision.
  • Trains employees under his/her supervision in all areas of assigned work, including the use of computers, electronic databases, and other specialized tools.
  • Answers patron inquiries in person, by telephone, or by email, or other electronic media by identifying and retrieving appropriate information or resources.
  • Utilizes the print and electronic sources to retrieve information for patrons, instructs patrons in the use of various print and electronic reference aids, assists them in retrieving the requested materials.
  • Assists patrons in locating and obtaining books and other materials from other libraries.
  • Responsible for developing the Library’s print, audio-visual, and electronic collections for children, teens, or adults by reading professional review literature and other journals and magazines; examines electronic databases and web sites, and links useful sites to appropriate sections of the Library’s web site; evaluates print, audio-visual, and electronic resources for purchase or subscription.  Processes orders in the City’s requisition system.  Monitors expenditures according to his/her budgetary apportionment. 
  • Demonstrates knowledge of Microsoft Word, desktop publishing, and other computer skills.   
  • Assists with designing and maintaining the Library’s web site, particularly in regard to its organization, usability, and currency.  
  • Keeps abreast of current trends and materials by attending professional meetings and conferences.
  • Initiates contact with other librarians and professionals and maintains professional network contacts to assure the best quality of service for patrons.
  • Provides easy accessibility to library materials in area of responsibility; creates specialized bibliographies; and easy reference tips; orders brochures, signs, and other user aids, on an as needed basis.
  • Promotes use of the library’s databases and electronic resources, and trains users in making effective use of them.
  • In coordination with College security, responsible for opening “Library proper” area of the building at beginning of the day, and for securing and locking the “Library proper” at the close of business, as assigned.  
  • Prepares a variety of related reports, correspondence, and documents.
  • Prepares and distributes press releases regarding Library programs and activities in area of responsibility.
  • Provides for user friendly atmosphere in area of responsibility.
  • Ensures that employees under his/her supervision are trained to be cognizant of creating good public relations in the performance of their duties.
  • On a bi-annual basis, objectively and consistently, assists with the evaluation of assigned employees for efficiency and effectiveness utilizing the City's established Employee Performance Appraisal System.
  • Directs personnel in a realistic, objective, and consistent manner.
  • Strives to maximize effective communications between assigned personnel, other employees within the Library, and patrons of the Library.
  • Develops, schedules, and presents library tours, in-house programming, and off-site/outreach programming in area of responsibility.   
  • Schedules and presents a summer Youth Volunteer Program and coordinates youth volunteers at other times, as needed.
  • Serves as advisor and staff liaison to the Youth Advisory Board.
  • Consults with and coordinates with members of the Pinellas Public Library Cooperative on such matters as grant opportunities, information for calendar of events of Library programs, and activities at the Seminole Community Library. 
  • Conducts specialized research, grant-writing, and outreach for development and promotion of Library services in areas such as family literacy, computer instruction for the public, adult programming, publicity, community relations, and partnerships with local cultural, educational, civic, and business organizations.
  • Conducts presentations about Library services and projects to community organizations and businesses.
  • Performs other job-related duties as necessary and consistent with the position.

Qualifications

Required Skills/Abilities:
Graduation from an accredited American Library Association (ALA) college or university with a Master's Degree in Library Science.  Minimum of five (5) years experience in a multiple service library, with a minimum of two (2) years supervisory experience required. Considerable knowledge of the practices, principles, and methods of Library Science and Administration.  Thorough knowledge of computers, including word processing, web browsers, spreadsheets, and other applications. Excellent information retrieval skills.  According to staff assignment, the Librarian III also will possess considerable knowledge in one or more of the following areas: reference and research methods; collection and resource development; reader advisory practices; programming for children, teens, or adults; the Internet and online resources; grant-writing, foundations, fund-raising; publicity, promotions, and community outreach. Ability to analyze facts and exercise judgment and decision making. Strong oral and written communication skills. Ability to serve library users with courtesy, patience and affability. Ability to establish and maintain effective working relationships with other employees and professional colleagues within the Department, other employees within other departments of the City, other Cooperative member libraries in Pinellas County, members of the Tampa Bay Library Consortium, and patrons of the Seminole Community Library.

Licenses, Certifications or Registrations:
Possession of a valid Florida Driver's License. 

Physical Requirements:
Ability to effectively communicate, both orally and in writing.  Ability to use a computer or other digital devices input tools (keyboard, mouse, trackball, touchpad, etc.)  May require lifting and carrying books and other Library materials weighing up to approximately twenty-five (25) pounds.    Ability to make presentations to small groups of patrons.
