Job Description

General Description: Under the direction of the Associate Director of Support Services, the Collection Services manager position coordinates all aspects of system-wide collection development, building collections that address the full range of public needs and interests. The position supervises and oversees Collection Development, Acquisitions, Receiving and Interlibrary Loan staff as well as collaborating with District staff to anticipate and meet community expectations. This position is responsible for developing collection guidelines and overseeing the selection and acquisition of all formats of material for the system. Work is performed with considerable independent judgment and initiative. Examples of Duties: •Coordinates and manages all facets of collection development to insure comprehensive collection development responsive to public needs and interests, including selection, weeding, public input and information on selection and on order information; coordinates activities with Bibliographic Services. •Works with Associate Director to develop relevant guidelines and procedures for adoption by the district. Uses management information and other professional tools to improve collection development, purchasing, weeding, and replacement programs in response to public interest and information needs. Develops mechanisms to measure effectiveness of collection development program. •Oversees spending of the collection budget. •Researches new approaches and tools for selection, acquisition and related activities. Provides proactive leadership to organize, train, and implement new methods to improve public service delivery. •Researches new formats that come on the market with potential demand by our patrons. Makes recommendations for strategic direction for each new type of format (e.g. eBooks). •Acts as chair of Collection Development Committee. • Leads special projects involving acquisitions in conjunction with the appropriate managers and selectors. •Evaluates collection use reports with selectors. Sets up purchase and weeding program goals and standards. •Monitors training needs and staffing issues as appropriate. Creates professional development plans for each staff member. •Conducts performance evaluations of the Collection Development, Interlibrary Loan, Receiving and Acquisitions staff. •Works with Bibliographic Services to coordinate the prioritization of ordering, receiving and processing of materials to respond to the needs and interests of library patrons. •Provides input and support for the collection development content on the District’s web site. •Represents the district at meetings with peer library districts, outside organizations and statewide initiatives, as appropriate. •Analyzes staff training needs regarding collection development, selection, vendor selection/ordering tools and related skills. Works with library’s training department to develop appropriate staff development and training programs. •Creates positive experiences for library patrons by effectively and efficiently performing job tasks; presents a positive image of the library in attitude, communications and appearance while performing duties in both the public and staff areas. •Demonstrates a professional, positive, cooperative, team-oriented working relationship with staff, co-workers, and volunteers. •Stays current on DCL policies, processes, procedures and technologies required to perform work duties. •Promotes DCL’s culture of safety by following library safety policy guidelines and safety rules. Practices effective personal and branch safety.

WORK ENVIRONMENT: Work is generally performed in an office and library environment, at computer workstations, on multiple tasks, software programs, and projects. Work requires constant sitting and computer work, moderate physical activity, close visual work; with limited proximity to automated handling equipment, limited exposure to moderate noise levels, residual dirt, dust, and occasional exposure to chemicals, mold or foreign substances. Work involves extensive interaction with customers and staff, moderate exposure to behavior issues, and may require regular travel. May require varied work hours, including weekends and evenings, which may change periodically. KNOWLEDGE,SKILLS AND ABILITIES REQUIRED: •Experience selecting and ordering library materials in a public library with a wide range of constituent use is required. Working knowledge of all of the elements that make up a great library collection, including broad-based collection development practices; current trends in selection, ordering, patron driven programs, and vendor services; library automated systems; practices of the national book trade; budget practices; and national standards are required. •Demonstrated ability to analyze public needs and to develop work processes designed to respond effectively. •Ability to act as team leader and to work as part of team is required.Demonstrated ability to work in team environment and to be responsive to stakeholder needs is required. •Demonstrated ability to work collaboratively with all library units to improve library service delivery to the public is required. Ability to work in a pleasant, professional and effective manner while establishing and maintaining effective working relationships with supervisors, staff, coworkers, other employees, departments, library branches and patrons is required. •Five years of increasingly responsible supervisory experience in a library environment is required. Proven ability to provide leadership in a team environment, and to work with staff to effectively plan and manage the work of the department is required. •A strong professional interest in reading, literature, popular culture and library science is required. Ongoing intellectual effort is required to maintain a current knowledge of library resources, learning, literature, and information resources. •Ability to identify customer needs and requirements, to initiate and develop policies, procedures and activities to meet those needs is required. Monitors ongoing performance in the attainment of objectives. •Thorough knowledge of, and ability to evaluate, select, and implement emerging technologies and processes designed to enhance ordering and selection process and procedures is required. •Initiative, creativity, and flexibility are required. Ability to be a change agent is required. •Demonstrated ability to generate new ideas is required. •Demonstrated ability to work well under pressure and to meet inflexible deadlines is required. •Must be able to work independently and have strong organization skills. •Must have the ability to learn and become proficient in functions required to perform job duties, working effectively independently or as part of a team to complete tasks as assigned. •Must communicate effectively using English. Must read, write and understand English at a level appropriate to the position. •Computer Skills: Must demonstrate proficiency in computer use including internet, email, Microsoft Office Products (or equivalent). Keyboard skills required at an equivalent of typing 50 words per minute with minimal errors. Must be able to learn and become proficient with equipment and software programs as required to effectively and efficiently perform assigned duties. •Physical Abilities: Must have the physical ability, stamina, mobility and manual dexterity to: Support all aspects of operating a seven-day-a-week library. Work at computer workstations, repetitively for extended periods. Regularly participate in meetings or events at various locations and hours. Access and transport relevant materials up to 35 pounds, and read a minimum 8 point font, regularly. On an occasional basis, tolerate residual smoke, dust, mold or foreign substances on materials.
