Job Description

The District Volunteer Services Supervisor, administers, manages and coordinates the effective and strategically focused recruitment and use of volunteers as a community resource. Manages volunteers as library advocates that supplement and complement advocacy efforts of the staff. Manages the recruitment, placement, training and recognition of volunteers for the district. Supervises and leads the Branch Volunteer Coordinator team. Work is performed with considerable independent judgment and initiative. •Assesses the district’s volunteer program and volunteer staffing requirements based on the district’s strategic goals and long range plans, and sets volunteer program and staffing goals (number of volunteers, number of services hours, etc.) based on this. •Manages and performs volunteer recruitment, interviewing, placement and training activities for the district. Partnering with the Branch Volunteer Coordinators team manages and performs a variety of activities related to the placement and management of volunteers. •Supervises leads and coaches the district’s Branch Volunteer Coordinator employees. Partners with the Branch Volunteer Coordinator team on most district volunteer services initiatives. •Effectively partners with the Branch Volunteer Coordinators, the Associate Director of Human Resources and the district management team to determine the effective recruitment and use of volunteer talent and services for branches, departments, functions and programs. •Partners with the county’s volunteer services leaders (community and civic groups, schools, youth groups, faith-based organizations, etc.) on emerging county volunteer recruitment needs and initiatives. Works with the county’s volunteer services leaders to promote and market volunteer programs within the Douglas County communities. •In partnership with the district’s management team, develops library advocate initiatives and goals for volunteers. •Manages and develops volunteer job descriptions and makes recommendations regarding effective ways of utilizing volunteers throughout the district.•Designs, develops and maintains volunteer services recruitment materials, volunteer forms, applications and training materials. •Prepares recruitment announcements and markets volunteer openings. Oversees the district’s volunteer interview, training and orientation processes. Ensures that background checks are implemented as needed. •Gives input to the District’s Volunteer Services budget, with final approval and oversight from the Associate Director of Human Resources. •Develops and maintains monthly and annual district volunteer services data, reports and tracking systems, in partnership with the Branch Volunteer Coordinator team. •Plans, coordinates and implements volunteer recognition activities and programs, in partnership with the Branch Volunteer Coordinators team.

WORK ENVIRONMENT: Work is generally performed in an office and library environment, at computer workstations, on multiple tasks, software programs, and projects. Work may also be performed in a virtual or contact center environment.Work requires constant sitting and computer work, moderate physical activity, close visual work; with limited proximity to automated handling equipment, limited exposure to moderate noise levels, residual dirt, dust, and occasional exposure to chemicals, mold or foreign substances. Work involves extensive interaction with customers and staff, moderate exposure to behavior issues, and may require regular travel. May require varied work hours, including weekends and evenings, which may change periodically.•Strong experience and knowledge of volunteer administration and management principles and practices, especially in a public library environment is required. •Excellent organizational skills are required. Project management experience and skills are desired. •Ability to establish and maintain effective and productive working relationships with diverse staff, district leaders, managers, volunteers, community leaders and representatives of outside agencies is required. •Requires strong knowledge, skills and experience in hiring, training, coaching, scheduling, developing, and supervision of multiple full-time and part-time staff. •Working knowledge of effective recruitment and interviewing skills is required. •Ability to work a flexible schedule (including occasional evenings and weekends) is required. •Exhibits strong delegation and negotiation skills. Ability to effectively assign, lead, coordinate and review the work of the Branch Volunteer Coordinator team and volunteers is required. •General knowledge of non-profit and governmental agencies is required. •Excellent multi-tasking abilities are required. •Exhibits creativity and imagination to devise, develop, and coordinate volunteer services activities for the district. •Must have the ability to learn and become proficient in functions required to perform job duties, working effectively independently or as part of a team to complete tasks as assigned. •Must communicate effectively using English. Must read and write English at a level appropriate to the position. Must possess strong oral presentation skills. •Computer Skills: Must demonstrate proficiency in computer use including internet, email, Microsoft Office Products (or equivalent). Keyboard skills required at an equivalent of typing 50 words per minute with minimal errors. Must be able to learn and become proficient with equipment and software programs as required to effectively and efficiently perform assigned duties.
