Job Description

This position will assist Associate Director for Library IT with strategic planning, management and development of Library Web technologies. This position will lead the collaborative design and development of web-based services across all library, instructional design, and other library platforms and interfaces. This position will also line manage the web developer and other staff as required. Detailed Description - Participate in the development of policies, access and technical standards for Library’s digital repositories, and ensure their implementation. - Lead teams and work with stakeholders to determine technologies and user-centered design strategies and plan the effective implementation of these technologies and strategies. - Recognizes each department’s strategic objectives and goals before building the website - Collaborate effectively with respective department to design the front end of the website - Build QNL new website on SUN SOLARIS SPARC platform using open source applications - Design and develop web pages to promote QNL in national, regional and international level - Provides technical leadership and assumes overall accountability for a successful implementation - Working with Librarians and QNL communication team on usability of the library website. - Collaborate with QF/BL partnership IT team to build the IT portal and user testing - Design and Develop mobile applications to build the interface with focus on usability features, - Develop and implement evaluation strategies to ensure that Library’s web presence meets target audience requirements. - Develop WEB ARCHIVING software and tools to archive Qatar domains and create web archiving database - Ensure the library portals are conformed to Qatar’s E-accessibility standards. - Develop appropriate design principles, coding standards and emerging technologies applied to Higher Education and Research. - Manage the QNL website and web environment to ensure regular content update, backup, appropriate design, features and standards. - Monitor and evaluate advanced web development tools, such as graphics software, HTML editors and search applications. - Design customized WWW extensions, such as enhanced indexing or electronic forms and ensures adequate support. - Keep abreast of developments, trends and issues in all areas of responsibilities - Perform miscellaneous duties and conduct special projects as assigned - Familiarize, understand and implement QF health, safety, and environment policy, procedures, legal regulations and objectives applicable to areas of responsibility. - Ensures coordination with HSE department in implementing, monitoring and reviewing of HSE performance to ensure work under his/her control is performed in a safe, healthy and environmentally sound manner. Additional Info & Requirements

- BSC in Computer Science and Project management certification would be an advantage - Minimum 5 years of extensive experience in developing, managing and/or supporting website in a UNIX environment, preferably in Library, Higher Education and/or Research environment . - Working knowledge in SUN ORACLE SPARC servers - Excellent IT and web programming skills including knowledge of web scripting, frameworks and authoring software, such as Apache, MySQL, PHP, XHTML, HTML, CSS and XML - Working knowledge in programming with J2EE (Tomcat, JSPs, servlets), web technologies and web standards. - Experience in working with Drupal, Joomla or any other open source software. - Experience with Web 2.0 technologies and moving towards Web 3.0, as needed. - Experience in creating shell or PERL scripts and other operating systems (e.g. Windows, Mac OS). - Working Knowledge of metadata standards and formats for library systems, authentication, and protocols for search and retrieval, messaging, networking and Semantic Web - Domain Knowledge: Mobile platform, Cultural Heritage, Recommender Systems, Information Retrieval, Artificial Intelligence, Knowledge Management, E-learning, Financial applications - Experience of installing, configuring and managing Single Sign-On technologies. - Excellent troubleshooting skills. - Ability to work effectively both independently and within a team. - Strong interpersonal and communication and presentation skills in both oral and written English skills. - Systematic and Analytical thinking is essential.
