Job Description

The Accounting Operations Manager is responsible for all accounting and financial reporting functions for Douglas County Libraries (DCL) and for the Douglas County Libraries Foundation (DCLF). In addition, the Accounting Operations Manager develops processes and procedures to ensure appropriate internal controls and segregation of duties are maintained. The role requires a strong work ethic, and the ability to create process change for efficiency and effectiveness. Strong interpersonal skills and a collaborative team approach are necessary to partner with library staff across all functional areas and to respond to financial reporting and external audit requests. Work is performed with considerable independent judgment and initiative.

EXAMPLES OF DUTIES:

  • Maintains a full set of accrual-based books for DCL and DCLF. Prepares monthly journal entries and adjusting entries. Applies knowledge of generally accepted accounting principles to record financial transactions.
  • Maintains appropriate sub-ledgers, reconciliations and other documentation, including the fixed asset sub-ledger and depreciation schedules. Performs an annual inventory of fixed assets.
  • Manages accounts payable function and supervises Business Specialist responsible for processing accounts payable transactions.
  • Prepares 1099’s and quarterly sales tax reporting ensuring that DCL and DCLF comply with applicable regulations.
  • Performs all year-end accounting procedures and is primary point of contact with external auditors, providing required information to ensure a successful audit.
  • Provides accounting oversight of payroll and benefit processes. Problem solves discrepancies and errors in processed data, reports and calculations. Prepares reporting to PERA. Keeps abreast of payroll processing system issues and changes in wage and tax laws.
  • Establishes and documents appropriate procedures for accounts payable, cash handling and fixed asset dispositions. Works closely with library staff to ensure procedures are fully implemented and effective.
  • Works closely with Associate Director of Finance to implement new technical accounting and reporting standards and to ensure adequate segregation of duties and internal controls are maintained.
  • Assists in preparation of the annual budget and monitoring performance vs. actual.
  • Performs other work duties as assigned.

Salary is negotiable based on level of experience

  • Working knowledge of basic accounting processes, generally accepted accounting principles, and payroll practices is required.
  • Experience with governmental or fund accounting and reporting a plus.
  • Proficient in the use and optimization of small business accounting software and report writing tools.
  • Must have working knowledge of sales and use tax laws and 1099 requirements.
  • Ability to develop effective segregation of duties, internal controls and reconciliations is required.
  • Proficient in the use of multiple software applications including the MS Office suite.
  • Advanced Excel skills (macros, pivot tables, & lookups) with the ability to organize and present large amounts of data in an easily understandable format.
  • Understanding of the audit process and experience working with external auditors.
  • Must have ability to work effectively and cooperatively as a team member and team leader.
  • Must have and maintain strong leadership, coaching and performance management skills.
  • Supervisory experience is required.
  • Strong written and oral communication skills are required.
  • Must have previous experience administering and optimizing small business accounting software and report writing tools. Experience with Microsoft Dynamics Great Plains, Management Reporter for Microsoft Dynamics GP, ADP Pay Expert, ADP Reporting, and ADP Time and Labor Management a plus.
  • Must be detail oriented and organized.
  • Must be able to work on many different projects at one time. Must have exceptional problem solving and analytical abilities.
