DIRECTOR, LIBRARY DISTRICT

SALARY:  $64,064 - $ 95,913 annually, plus a competitive benefits package

MINIMUM QUALIFICATIONS: Requires a Master’s degree from an accredited institution preferably in Library and/or Information Science, Public Administration, Business Administration, or a related field; and five (5) years of progressively responsible library or related experience with a minimum of two (2) years in a managerial or administrative role; OR, an equivalent combination of experience, education, and training which provides the desired knowledge, skills, and abilities of this classification; must possess and maintain a valid Arizona driver's license if position duties require.

PREFERENCE: Preference may be given to applicants with a Masters in: Library and/or Information Science; Public Administration; or Business Administration.

TYPICAL DUTIES: (Illustrative Only) Plans and manages services of the Library District; directs mobile and branch library operations and county-level support services to independent member libraries, including a shared online system; develops and justifies budget and manages expenditure of district funds; analyzes community needs and develops short and long-range plans for delivery of services to existing libraries, new population centers, and special groups; develops and maintains effective working relationships with individuals and groups such as member city libraries, advisory boards, branch partner agencies, Friends of the Library, volunteers, community groups, other county departments, State Library, legislators, and general public; brings major policy and developmental issues to attention of Board of Supervisors and County Administration and presents options and recommendations; hires, trains, directs and evaluates staff at headquarters, branches, and mobile operations; analyzes and resolves administrative, personnel, and fiscal problems; monitors and evaluates progress toward achievement of goals and modifies district services and procedures as appropriate; provides research and guidance to stakeholders involved in local and countywide library planning and development; prepares reports; establishes policies, rules and regulations; writes and administers grants; collaborates with member libraries to publicize and promote library services and projects.

KNOWLEDGE, SKILLS & ABILITIES:

Thorough knowledge of:

  • principles and practices of public library administration and project management;
  • trends in library technology for communicating with and distributing content and services to users.

Considerable knowledge of:

  • principles and practices of personnel management and supervision;
  • strategies for identifying and meeting information needs of library users and the community at large;
  • structure, governance and funding of various library consortia and networks;
  • information technology and applications.

Considerable skill in:

  • budget preparation and financial management;
  • needs assessment and strategic planning;
  • working in a consortial environment;
  • grant and report writing;
  • facilitating group discussion and decision-making.

Ability to:

  • follow written and verbal instruction;
  • communicate effectively verbally and in writing;
  • establish and maintain effective working relationships with a wide variety of individuals and groups;
  • identify, troubleshoot, and resolve problems within the library district;
  • manage a complex workload, prioritize tasks and meet deadlines;
  • guide, train, and support staff and volunteers;
  • nurture and develop citizen support groups such as advisory boards and Friends of the Library;
  • maintain objectivity and handle controversies with discretion and tact;
  • work collaboratively with stakeholders to continually articulate and realize a vision for countywide library development.
