Job Description

 Provides leadership in the implementation of all library operations (including but not limited to reference, circulation, programming, collection management, volunteers, community outreach, and information technology.)
 Plans, organizes and regularly evaluates a program of services that support the POCLD strategic vision.
 Ensures POCLD staff development to include hiring, training, and evaluation.
 Promotes and manages effective internal and external communications; identifies and pursues opportunities that promote the POCLD.
 Develops and maintains positive relationships including with County and city governments, schools, Friends of the Library, and other community organizations and stakeholders.
 Takes active lead role in the development of the District strategic plan; develops long range plans that support any goals and objectives resulting from the strategic plan.
 Prepares and presents (with assistance from the Financial Manager) an annual district budget for Board approval; oversees the administration of the approved budget.
 Makes recommendations to the Board of Trustees for approval of new and revised policies.
 Provides leadership and direction for major development projects such as construction and renovation of facilities.
 Seeks grant opportunities that enhances library services; advises and supports the Friends, the Board and others in fundraising endeavors.
 Compiles statistical and financial information for required State reporting agencies.
 Represents the District in the Cooperative Information Network consortium.
 Actively participates in professional library organizations on the state andnational level.

 Demonstrated leadership ability, including staff development, training & mentoring, team building and other personnel management skills.

 Ability to develop and maintain effective relations with staff, board, vendors, county officials and community stakeholders.

 Demonstrated knowledge of long range planning, evaluation of library services and current trends in library service, including management, automation, community engagement and collection development.

 Demonstrated ability to analyze financial needs, and to prepare and administer a budget.

 Ability to initiate, organize, and implement programs, services, and projects; and ability to utilize statistical data and metrics to highlight service outcomes and effectiveness.

 Excellent verbal and written communication skills  Ability to effectively prepare and present information to Board and community groups

 Computer proficiency, including sufficient knowledge of computer operating systems, hardware and software to supervise information technology staff

The Community

Serving 13,240 residents over nearly 1,400 square miles, Pend Oreille County Library District’s staff members support library operations in four branches: Newport, Calispel Valley, Ione and Metalines. The Director of Library Services reports to the district‘s five-member governing Board of Trustees which oversees the district’s $600K budget, and provides guidance for strategic and capital improvement planning. Membership in the Cooperative Information Network (CIN) consortium effectively stretches our collection dollars and our libraries’ borders; CIN provides access to the 27 libraries’ physical collections and shares the cost of electronic media and the KOHA system. The Pend Oreille County Community Network System that ushered in a state-of-the-art fiber optic backbone to the county allows us to offer 24/7 high speed Wi-Fi at each of our branches.
