Job Description

OVERALL JOB OBJECTIVE:

Under limited supervision, but working in close cooperation with the Resource Services Manager, the Collection Development Manager, and appropriate Public Services staff, performs a variety of acquisitions and collection maintenance duties using established procedures and accessing applicable online tools.  Ensures that materials selected for purchase are ordered and invoiced accurately; and maintains records and documentation for review as necessary. Performs related duties as required.

DUTIES AND RESPONSIBILITIES:

1.    Using detailed knowledge of complex procedures for order input for a variety of online vendors, submits orders to the vendor either directly through the vendor portal or by using Edifact protocols to order through the ILS acquisitions module. Exercising informed judgment, recognizes and obtains the correct bibliographic records to represent the selected materials in the Library online catalog, using system protocols and processes such as the SkyRiver bibliographic utility, z39.50, and FTP data transfer to input records accurately and efficiently into the local database. Stores and loads files of brief and full MARC records supplied by vendors. In the absence of an existing MARC record, creates a brief bibliographic record direct to the library’s local system. If needed, creates local, online order records to accurately reflect ordering details for new library materials. Requires ability to quickly learn and master unique and variable electronic ordering procedures for multiple vendors in an ever-changing electronic ordering environment.

2.    Using a high level of accuracy and expertise, applies Edifact procedures for ordering and invoicing; processes all Edifact invoices and creates electronic invoices for materials ordered direct from a vendor, or for which Edifact protocols have not been established. Monitors and maintains actions taken on individual order records to ensure that encumbrances and expenditures are fully and accurately tracked and recorded in the ILS acquisitions system.

3.    Unpacks, electronically receives, and distributes all incoming, new materials. For materials for which the vendor has not supplied them, locates and obtains correct bibliographic records (or creates brief versions). Creates online order records at time of receipt for materials ordered through a small or secondary vendor, and/or by other library staff; receives and distributes these materials, supplying necessary routing information for other Resource Services staff to correctly process and catalog them. May need to lift and unpack boxes weighing up to 40 lbs.

4.    Serves as back-up for the Resource Services Technicians to track and maintain status of materials obtained by standing order, creating or editing existing order records to accurately reflect history of orders and receipts; receive and distribute these materials, supplying necessary routing information for other Resource Services staff to correctly process and catalog them.

5.    Serves as a collection development resource and liaison for the Resource Services department, making judgment decisions on whether to mend, weed or reorder questionable materials.

6.    Serves as first contact in the department for staff and visitors. Manages incoming shipments, identifying those for other persons or departments and ensuring that they are delivered to the right place. Sorts and distributes incoming mail and materials returned for further action. Corrects problems with returned materials if possible and as time allows; if not, supplies necessary routing information for other Resource Services staff to correctly address the problem.

7.    Other:

·                    Communicates professionally in person, on the telephone, facsimile machine, or computer to conduct Library business as necessary.

·                    Operates computers and uses the Library’s automated library system effectively.

·                    Performs related duties as required by management to meet the needs of the City.

·                    Takes proper safety precautions, anticipates unsafe circumstances, and acts accordingly to prevent accidents. Responsible for the safety of self, others, materials, and equipment. Uses all required safety equipment.  Reports all accidents and damage to City property.

·                    Responsible for knowing and complying with all City and department policies; participating in professional trainings and development; and adhering to attendance and workplace attire policies.

Generally, duties and responsibilities are listed from most to least critical or time consuming.

MINIMUM REQUIREMENTS

Bachelor’s degree or equivalent and a minimum of one year of experience working in a library. Prior work experience must demonstrate a high degree of accuracy and attention to detail. Excellent analytical and organizational skills. Willingness to take direction and learn a variety of tasks, working in an internal customer service setting.  Good interpersonal skills.  Well-developed keyboard skills.  Familiarity with personal computers and appropriate software, including Windows. Interest, desire, and ability to communicate courteously and effectively with and provide services to others, both in person and by telephone and/or email. Ability to work independently, and to maintain concentration in a busy, open environment. Willingness and flexibility to work a schedule that may include evenings and weekends.  Ability to lift 40 lbs.

DESIRED QUALIFICATIONS

MLS degree or library coursework addressing acquisitions and/or collection management principles. Previous work experience in library acquisitions or collection management. Experience working with vendor electronic ordering and invoicing, including Edifact. Knowledge of MARC records and fundamental cataloging principles. Experience with Innovative Interfaces, Inc. automated library system. Ability to communicate in at least one language other than English.

WORKING CONDITIONS - Required Physical and Mental Effort, and Environmental Conditions: Physical and Mental Effort: A combination of primarily sedentary and with some active physical work requiring the ability to lift a maximum of 40 pounds and occasionally push wheeled carts of books over 100 pounds; occasional lifting, carrying, and pushing carts filled with materials; walking and standing; sufficient clarity of speech and hearing or other communication capabilities that permits the employee to communicate effectively on the telephone and in person. Sufficient vision or other powers of observation that permits the employee to review, evaluate and prepare a variety of written documents and materials. Sufficient manual dexterity that permits the employee to operate computer equipment and other office equipment.  Sufficient personal mobility and physical reflexes, which permit the employee to work in an office setting. Work may include extended periods of time viewing a computer monitor and/or operating a keyboard. Ability to work under stress from demanding deadlines, public contact, and changing priorities and conditions.

Work Environment: Works primarily in a clean, comfortable environment. Works in a setting subject to interruptions and background noises.

Machines and equipment used in work include, but are not limited to, the following: Frequently uses standard office equipment including personal computers, laser printers, telephones, and copy/fax machines.
