Job Description

ESSENTIAL FUNCTIONS:   
Ensures that staffing priorities are met district-wide. Works with hiring manager to screen/assess applicants, schedule interviews, advertise, and participates in the interview process and placement of high-quality employees to meet staffing needs. Establishes new employee orientation / on-boarding and continuous educational opportunities for best practice business operation. Administers and oversees state and federal regulatory compliance. Oversees the development, coordination, distribution and communication of all personnel policies and procedures.  Directs safety committee and safety coordinator to ensure safety procedures and policies are in place, communicated and adhered to by members of the staff. Manages the performance management system, and supports managers in meeting performance management expectations.  Assists supervisors with personnel issues, and leads any corrective action, performance improvement plan and/or investigation.  Prepares and oversees budget for HR functions.  Supports finance / accounting department with weekly payroll/expense reviews.    Responsible and accountable for planning, establishing, overseeing and coordinating all Benefits, COBRA, Employee Relations and Communications for Mesa County Public Library District employees. 

Additional Info & Requirements

REQUIRED EDUCATION AND EXPERIENCE:   
Three years Human Resources experience preferred, preferably in a medium-sized organization. 
Bachelor’s degree required, Master’s degree or an equivalent combination of education and experience preferred, in the field of Human Resources or Business Administration. 
HRCI-PHR or SHRM-PHR preferred, or the ability to obtain certification within two-years.
