Job Description

The Position

One of Oregon’s most diverse and dynamic cities, Hillsboro, is seeking a new Library Director that is energized and excited to further advance a strong library in a supportive city. Money.com recently ranked Hillsboro as number 29 of the top 50 places to live in the United States based on factors such as employment opportunities, housing, cost of living, diversity, health and safety, education, weather and lifestyle, and safety and entertainment amenities.

The Library Director plans, organizes, directs, and supervises the activities and personnel of the Hillsboro Public Library. The Library Director actively participates as a member of the City Manager’s management team and serves as a liaison to Human Resources, Finance, Public Works, Economic and Community Development, Police, Fire and Rescue, Parks and Recreation, and other City departments. The Director participates in the City’s committees and engages on citywide projects, including ethics discussions, capital planning, visioning, among many others.

The Director manages and directs 139 Library employees (approximately 46 full time, 41 part time, 52 on-call, and 5 interns) throughout a four-quadrant system. Reporting directly to the Library Director are the Assistant Library Director, and the Innovation, Connect, Explore, and Cultivate quadrant Managers. The Director confers with the Library leadership team on all aspects of Library operations to plan and evaluate services, issues, options, staffing levels, equipment, and overall infrastructure of the Library system. In addition, the Library Director oversees budget preparation and expenditures with leadership team recommendations, including managing the $11.5M annual budget.

The Director serves as a member of the policy group which advises the Library system consortium, WCCLS, and partners with the Library Foundation of Hillsboro to realize the Library Foundation’s Strategic Plan and participates in its implementation including carrying out its fundraising activities. Additionally, the Director serves as the liaison between the Library Board and Library Foundation.

The Director promotes positive relations between the Library and patrons, local businesses, local schools, community and civic organizations, and the general public, including performing public speeches in the community and actively seeking grants, gifts, and other new sources of tax-free funding for the library. The Director represents the Library and City to the community, maintaining positive public relationships, and advocating for the interest of the City and Library.

The Qualifications

The successful candidate has a combination of knowledge and skills that enable success as Hillsboro’s Library Director with extensive library organization, leadership, and management experience. This includes comprehensive knowledge of public library services (planning, development principles, practices, and methods) specifically applicable to a municipal setting. Knowledge of the operational characteristics, services, and activities of a comprehensive city library program, including facilities and information technology management are essential. Additionally, knowledge of the principles and applications of the professional library standards including intellectual freedom issues is required. Experience participating in a multi-library cooperative or federation is highly desired. A master’s degree in library science is beneficial.

The Compensation
