Job Description

1. Directs, administers and manages all technology operations and development functions in support of 200 User LAN/WAN comprised of the Boulder Public Library system, the City of Louisville Public Library, and the Mamie Doud Eisenhower Public Library in Broomfield (collectively known as the Flatirons Library Consortium). Responsibilities include: • Design, acquisition, budget and project management, and overall support and maintenance of the workstations, servers, Web site and network technologies within the Library and Arts Department. • Work with the Integrated Library System (ILS) vendor to manage and enable the mission-critical task of technical support and maintenance of the Flatirons Library Consortium’s ILS at all locations during all hours of operation. Responsibilities include direct technical support and facilitation of the delivery of extensive Internet and proprietary database services by coordinating with and supporting the Systems Librarian; directing consultants, contract employees and Library IT staff. • Guide and direct project management activities for all library technology programs. 2. Supervises Library IT staff in a team setting and acts as project management mentor. Provides general direction and supervision over: • Acquisition, development, installation, modification, troubleshooting, and maintenance of hardware and software systems supporting the library network and associated 24/7 services. • End user support services, Help Desk operations, and workstation management. • First response for telecom issues in the Boulder Public Library buildings and facilitation of repairs with Telecom department of Boulder County. • Management and maintenance of all library Web sites • Maintenance and support for specified devices in both the Louisville Public Library and the Mamie Doud Eisenhower Library in Broomfield. • Configuration, maintenance and repair of all personal computers on the network and the firewall for all patron network devices. • Administration of multiple Internet domains and hosting of multiple library-related Web sites. • Mentors, encourages and collaborates with Library IT staff and library staff to develop and implement new technologies for the library. • Deepens working relationships between Library IT staff and library staff, encouraging integration and cooperation across library departments 3. Makes technical recommendations and implements solutions regarding hardware and software; operating systems; server and applications operations; back-up and recovery; security procedures; and performance monitoring and tuning. This includes the following: • Establish and maintain server security. • Protect data through regular file system and database backup, and disaster recovery measures. • Develop software and/or procedures to promote standardization and efficiency. • Establish and maintain appropriate software licenses for all applications. • Perform regular monitoring of all systems. Use proactive methods and software tools to prevent or resolve potential performance, software, and/or hardware problems that could cause system downtime. • Automate, as much as possible, the routine maintenance and tasks of daily operations. . • Establish a schedule for work group to provide on-call support during all library hours of operation. • Perform management, oversight and prioritization of the Library IT budget. Present and defend budget proposals to the Management Team and Library Director. • Provide liaisons to the City of Louisville and City/County of Broomfield Information Technology Departments for issues affecting the Louisville Public Library and the Mamie Doud Eisenhower Library in Broomfield. • Compiles and reports usage statistics as required by the library staff, management team and or the Library Commission. 4. Assists the Library Director in setting technology goals and objectives. Advises the Library Director on issues related to information technology and infrastructure management. Supervises and conducts on-going research and development activities and long range planning related to library technology projects in coordination with other library divisions. This includes the following: • Research, evaluate, recommend, acquire, and implement emerging systems for virtual service delivery, electronic resource and digital asset management for the staff and public. Develop business cases, ROI, and cost/benefit analyses to support recommendations. • Develop and administer a comprehensive technology plan that is integrated with the Library’s Master Plan. • Prototype new software, hardware and processes for information delivery. • Collaborates with library staff on development of innovative technology services to the public. • Participates in local, regional and national activities related to the field of library technology. 5. Contributes to the Department’s strategic leadership. This includes the following: • Serve as an active participant on the Department’s senior management team, representing department-wide and work group interests to effectively achieve department goals and to formulate policies and programs by sharing information and opinions, and challenging assumptions for the team to accomplish goals. • Establish and maintain a strong inter-department team perspective; contributes to and accepts consensus, at times subordinating work group objectives to meet the broader needs of the department; represents the entire department in internal and external communications. • Work in partnership with management team members in problem identification and resolution throughout the department. • Maintain and promote organizational norms in conducting internal and external business activities. • May act as back up to director in case of absence. 6. Works collaboratively with city IT leadership to develop and implement joint projects to improve service effectiveness and efficiency for the Library and Arts Departments. Participates in city-wide strategic technology and security planning. Provides a liaison to city of Boulder Information Technology (IT) department. Assists the city IT staff, when appropriate, to handle changes to city-wide network if the Library could be affected. Collaborate with city IT staff to implement new email, voice over IP (VOIP) and enterprise application software upgrades. 7. Other: • Performs related duties as required to meet the needs of the city. • Takes proper safety precautions to prevent accidents. Responsible for the safety of self, others, materials, and equipment. Uses all required safety equipment and follows all safety regulations, policies and procedures. Reports all accidents and damage to city property. • Responsible for knowing and complying with all city and department policies; participating in professional trainings and development; and adhering to attendance and workplace attire policies. Microsoft MCSE Certification which can be applied toward up to two years of the required experience, but not as a substitute for supervisory experience.
